Could Identifying Africa’s People Speed Up Development?

According to the World Bank, 55 per cent of Africa’s people have no official identification record.

Digital fingerprint technology through mobile phones could revolutionise the process of identifying people throughout Africa. There is an additive process that follows this line of thought: (1) identify people (2) Build a registry of people (3) Create digital accounts for  each person (4) Tax working people (5) Create revenue streams (6) Invest the revenue in local services.

The World Bank has created a toolkit to make this happen. The real drivers  however will be local people and/or members of the diaspora or investor community working in collaboration with locals and the government.
